Sher Ali, a farmer from Sargodha told APP, the crushing season had ended in March but the farmers have not been paid the cost of sugarcane. Farmers have no money to invest in other crops like rice and sugarcane crop for the next season, he added. Muhammed Qasim, another farmer from Shahpur (Sargodha) said that load-shedding, increasing prices, non-availability and black marketing of fertilizers, like DAP, urea, pesticides and petroleum products and no payment to farmers by the sugar mills have aggravated the economic problems of the farmers. The inadequate canal system in the country, load-shedding and rising POL prices also have created acute shortage of water in the agri sector as it is a basic need for the irrigation and growth of crops, he added. He said that the government has given subsidy on DAP fertilizer but it is not available on subsidized prices in the markets. The expenditure on the sugarcane crop is very high but the rate of sugarcane per 40 kg is very low, besides non-payment by the sugar mills have badly affected production of various crops, he added. He said that when farmers produce bumper crop in any season, sugar mills refuse to purchase the crop.</description>

Italy had meant to give €3.5 million to the plant after the drought caused a slump in sugar beet supplies on Sardinia. The Commission did not approve the aid because it determined that the drought of 2001-2002 was not an exceptional occurrence or natural disaster on the island. Italy did not give any aid to the refinery before the Commission reached its decision and so there is no obligation to recover aid.</description>
